On October 22, 2024, EARLALL participated in Cedefop’s virtual event focused on Financing Adult Learning – Zooming in on Individual Learning Accounts (ILA). This event presented emerging findings from Cedefop’s study on individual learning accounts (ILAs) and discussed the future role of ILAs in financing adult learning, while responding to the EU’s ambition of increasing the number of adults who participate in training each year. An array of stakeholders – including research community, practitioners and government representatives – shared their views on these issues.
The event was opened by Manuela Geleng, Director for Skills at the European Commission’s DG Employment, Social Affairs, and Inclusion (DG EMPL). In her opening remarks, Geleng emphasized that ILAs are more than just a financing mechanism; they are pivotal in addressing the demand side of learning. With the rapid pace of digitalization and evolving labor market needs, ILAs are key to upskilling and reskilling adults to meet the challenges of the future.
EARLALL contributed to discussion adding that “regional and local authorities can promote sustainable adult learning initiatives”. The exchange of ideas underscored the vital role that cooperation between regional actors and European institutions, such as Cedefop, plays in shaping effective adult learning policies.
