The Action Plan on Basic Skills just published

The Union of Skills emerges from a consultation process, incorporating insights from previous forums and stakeholder discussions. Vice-President Mînzatu emphasised that this initiative is a “living product” rather than a rigid framework, continuously evolving based on real-world feedback and new labor market challenges.

The first concrete deliverable of this initiative — the Action Plan on Basic Skills — was officially released in March 2025, marking a significant step toward achieving the EU’s 2030 targets for education and training.

What’s in the Action Plan?

Among the key actions are:

  • A Basic Skills Support Scheme to tackle underachievement from an early age
  • Better teaching practices through mentoring, training and sharing of proven methods
  • European School Alliances to foster pupil mobility and co-develop innovative pedagogies
  • Smarter use of digital education tools to enhance learning environments

The goal is to reduce the number of underachieving learners to 15% by 2030.

At EARLALL, we welcome this new Action Plan as a crucial step toward making lifelong learning accessible, inclusive, and responsive to real societal needs.
