OSA - One Step Ahead (2011-2013)

Summary: A group of Regional Governments was committed to identify youth policies that, in the framework of coherent and comprehensive LLL, affect the life cycle of citizens aged 16-32. OSA focused on policies aiming at supporting labour market and social inclusion. Strategies/policies/measures of OSA regions were evaluated and selected for learning purposes and for transfer.

OSA main outputs consisted of Regional Reports (EN) and the Comparative Report (EN) where LLL youth policies/strategies as they were implemented on a regional/local level were described/validated/analysed in a comparative perspective along with their progress/results achieved in OSA territories. Outputs were gathered into www.mutual-learning.eu supplying a support web service for institutions and their mutual learning and transfer.

PRECOLL - Policies for Regional Cooperation in Lifelong Learning (2008-2010)

Summary: The core objective was to improve quality and effectiveness of regional/local LLL policies through transregional cooperation at European level allowing innovative policy practices to be learnt and transferred within different systems.

Project activities and objectives: In consideration of a comprehensive approach, a network of Regional/Local Governments in the field of LLL has been strengthened. Concrete transfer of innovative policy measures/ practices relevant for European Benchmarks in the field of LLL policies has been promoted and implemented through a model of comparative action. The comparative action model has been based on a scientific systematisation of the policy learning and policy transfer cases.

The impact was in terms of promoting transfer of innovation in LLL policies according to the Lisbon goals; managing the institutional policy learning and transfer processes; improving the virtual support service through its utilisation by Regional/ Local governments; increasing the cooperation among them; fostering Regional/Local institutions participation to the European debate on LLL strategies development and improvement.

SMOC - Soft Open Method of Coordination (2008-2011)

Partners: Melius (IT), University of Florence (IT), Tuscany Region (IT), DIE (DE), Region Västra Götaland (SE), Region Syddanmark (DK), Gobierno Vasco (ES), OA Vidin (BG), Welsh Assembly Government (UK) and STVG (AT).

Summary: The project aimed to promote policy learning and transfer processes among regional governments in the policy areas where their interest was higher. Such processes encompass quality and effectiveness improvement of regional policies through active trans-regional cooperation around Europe. Moreover, they support mutual institutional learning on innovative policy measures and their transfer into other regional systems, where feasible.

This is made possible due to the effectiveness of the Soft Open Method of Coordination (SMOC) model elaborated through the already tested action-driven research worked out by EARLALL and a group of regional goervenments (www.mutual-learning.eu). The prototype was elaborated in the framework of the project PREVALET.

The core objectives of the SMOC project were to maximise the achievements of the Prevalet accompanying tools and to support transfer of VET/LLL practices among regions.

Joint Progress Report

REKNOMA - Regional Knowledge Management (2007)

Summary: The REKNOMA project aimed at identifying a model of regional governance and promoting innovation and knowledge management that can be implemented in various European regions, taking into account their diversity and different institutional make-up. The project promoted co-operation among various regional actors by setting up territorial agreements between enterprises and producers in the research, innovation and training fields.

EDA EDU - System in Action for Study Circles in Vocational Training (2007-2009)

Summary: Eda Edu aimed to develop competences for trainers concerning transfer of innovation in SMEs through the use of Study Circles. It is targeted on organisations of VET system and SMEs.

The project aims to promote training for trainers in non formal vocational training. It defined a “Model of Competences” for trainers in that specific field and disseminated it together with other best practices through a “Model of Transfer”. The development of competences for trainers wias realised through an experimentation process based on the related Model and focused upon the introduction of Study Circles concerning transmission of innovation in SMEs.

The project also realised a Transnational Consortium, opened to other potential partners around Europe, along with a Transnational Service which provided tools, information and training service in order to maintain and consolidate trainers’ competences on transfer of innovation within SME through the use of Study Circles.

ESVaC - European Scheme for Validation of Competences (2005-2007)

Summary: The first objective of the project was the construction and testing of a common reference scheme for the processes of validation of competencies acquired in formal training contexts. The scheme was constituted by common principles characterised in terms of macro-criteria and macro-indicators in process in order to guarantee that, in spite of different procedures adopted by different countries, the process leading to the validation and certification of the acquired competencies answered to shared general principles.

Summary: The project EUREVINQ is developing and testing an innovative, modular and certified concept of further education. The results of the project are meant to broaden the competence of it’s target group (employees of different qualification and employment status: seasonal workers, part- time employees, part-time wine growers, relatives landing a hand and self-employees in the European wine growing industry and trade) within the context of a life-long learning process.

Summary: The project aimed to promote a knowledge based labour market in order to increase the employment rate of senior male/female workers. This objective was pursued through formal and non formal training to retrain and re-motivate the senior workers with diversity management systems to reduce stereotypes and discriminations in companies. The project was based on the possibility of the individual to extend his own working period according to his own personal aspirations and needs. The actions of awareness rising, training, network, creation of business, comparison and transnational exchanges were directed to create paths of professional growth extended to the whole working period of people and comparable indicators at European level.

PREVALET - Policies for Regional Valorisation of Education and Training (2005-2007)

Summary: Prevalet intends to create a device that supports the Open Method of Coordination among Regional Governments applied to the field of regional policies on professional training with the aim of increasing its quality and of supporting the transfer of innovation among the systems. Such device will be activated at regional level and it will concern the policies intended for young drop outs and for non formal education for adults.

The Differences Game (2005)

Summary: The general aim of the project was to evaluate men’s roles, in the promotion of gender equality and in the balance of work and family life, by means of an awareness course. In the cultural change, individual citizens participate actively, and the role-play approach to gender themes was particularly aimed at the men.
